I'm puzzled as to why it's classified as Commercial/Pay Parking Lot; I'd always understood it to be an Eversource substation, and thus a critical piece of the area's electrical infrastructure--something you'd never ever want to develop into a tower given its crucial role in supplying juice. IF that's true, why does the City vastly understate the property's significance to our electrical grid/infrastructure by merely terming it a "pay parking lot"?
