Though, as the person I quoted mentioned: the Newburyport Line (not Saugus) runs through more populated areas that are underserved by the MBTA than a BLX would including the area around the proposed "Sky Everett" development.
I agree that both lines (BLX to Lynn and LRV along the Saugus branch) could/should be built. An LRV Saugus Branch line could connect with an LRV urban ring line at Everett. and continue through with direct service to downtown Boston via the Lechmere viaduct.
 
What do people do who currently ride inbound from Sullivan and Bunker Hill? I thought the problem here was the number of trains that could run along that route, not the capacity of said trains.
I figure it this way. If the trains weren't crowded, there wouldn't be a capacity issue. Say the trains are 75% utilized, then you could take 1/4 of the trains out without impacting ridership viability. My understanding is that you need every train, and they are already full.
