Melrose was a "moist" rather than "dry" town before that, strictly speaking. After the 21st Amendment repealed Prohibition and returned control over the matter to the states, Massachusetts in turn gave municipalities a large role in making decisions for themselves. At that time, Melrose was still a Yankee-dominated place with growing numbers of Catholics. "Moist" was the likely compromise that lasted decades.
