A good comparison is the cruise ships that dock at Ocean Gateway. Depending on how many decks which could reach 20, the avg height is 200 ft above water line. Liberty of The Seas RCI is a good example. It will be in Portland 9/7/2025

I've sailed on that one! And I'm still grumpy that the Oasis of the Seas never made it here (it was scheduled to... in 2020).
 
Now the what if comes to mind..
If Midtown was built to original specs.
Lincoln Sq was built
Herald Sq now to 250
This makes me go hmmm.... LOL
 
If they had released something similar to the above skyline image the pushback including the silly PPH opinion piece from the USM professor would have been far less. Remember, in life we never get a second chance at a first impression. This does not get built at that height now without a BIG fight. "Stupid is as stupid does." East Brown Cow should have known better. It was ego.
 
IDK, under the new zoning, I don't think there's much the city could do to block it - it's pretty much legal as of right.

I think the bigger barrier to the project is financing – who's going to pay for it? And I'm not sure that a shorter building with less leasable space would pencil out for them.

This is my favorite building in Boston. The favorite part is the clock feature. When it dark, it makes a statement at night! if I was going to build something it Portland, I would make a statement that is paying homage to the past clocks we have lost - Union Station and Grand Truck Terminal. At this point, I have not heard what is going to happen to the clock in Congress Sq after the construction.
 
I have the Custom House just behind the Hancock, basically my "1B" favorite building in Boston. Similarly, I have Traveler's Tower as Hartford's "1B" behind the "1A" Connecticut State House. Basically same tier though, essentially tied but picking the Hancock and State House if I can only choose 1.
