^^ I think we have to go back through the process of the DOT putting the parcel out for proposal again. It is likely that both Trinity and Archstone would want to modify their proposals somewhat because of shifting market conditions (demand for condos, for example).
I think that both proposals were at least "in the ballpark" for competent. But seriously, it is hard to do worse than an open highway ramp area in a dense neighborhood -- maybe if you proposed a two story fish processing plant...
