Portland International Jetport | PWM

From today's Press Herald--

A third of Portland Jetport flights have been canceled or delayed by new FAA restrictions

After the federal government reopened late Wednesday, the Federal Aviation Administration issued an updated emergency order keeping flight reductions in place for now.
More than a third of flights at the Portland International Jetport have been delayed or canceled since the Federal Aviation Administration announced last week that it would limit air traffic in high-volume markets.

Jetport officials had warned passengers to anticipate significant flight cancellations after the FAA reduced air traffic by 10% across 40 major airports to maintain safety during the government shutdown.

After the reopening of the government Wednesday night, an updated emergency order from the FAA froze flight reductions at 6% until further notice. While the jetport is not on the list of affected airports, the vast majority of its flights go to and from 15 of the airports on the list.

During the first six days of flight restrictions, the jetport has had 414 scheduled flights, 122 delays (nearly 30% of flights) and 36 cancellations (nearly 9% of flights), jetport officials said Thursday.

“We are pleased to see the U.S. government reopening,” airport director Paul Bradbury said in a statement. “While it is great news that our federal partners will be receiving paychecks soon, the operational impacts of national flight restrictions will continue until the FAA determines it is appropriate to rescind the emergency order.”

Jetport officials said travelers should still check their flight status before heading to the airport. All airlines serving the jetport have issued travel advisories allowing passengers to change flights to later dates or receive a refund for cancelled flights.

Certainly an annoyance, we flew the other day and to put it into perspective, MCO has seen over 50 daily cancellations, Portland- 1 (Delta to LGA)!

October Passenger numbers are out. Another record month. This is the 7th month in a row for passenger records.

FOOD SERVICE CONCESSIONS AT THE PORTLAND INTERNATIONAL JETPORT RFP # 26028 INVITATION TO SUBMIT PROPOSALS The City of Portland (“City”), is soliciting proposals for food service concessions at the Portland International Jetport (“Airport”) from interested parties that meet the minimum criteria set forth in this RFP. It is the intent of the City to award a single contract to provide food service concessions at the Portland International Jetport. The initial seventeen-month term will commence on February 2, 2026. At the start of this initial term the Concessionaire will commence operations of all food service concessions at the Airport with an overnight transition to new concept branding and limited necessary equipment. This initial seventeen-month term will allow the Concessionaire time to build-out each proposed food service concession concept in a methodical fashion while maintaining food service operations. After the initial term the Concessionaire will have a ten-year operating term, which shall begin on July 1, 2027, and terminate at 11:59 pm on June30, 2037. Please note that the City will be issuing a separate RFP for news, gift, and retail concessions at a later date. A single concessionaire is not eligible to be awarded both concessions, so proposers should carefully consider which concession best fits its business strengths. Sealed proposals for furnishing food service concessions at the Airport shall be submitted electronically to bidsubmit@portlandmaine.gov until 3:30 pm, Thursday, November 6, 2025, at which time they will be opened and read, or by submitting via USPS, UPS, FedEx or in-person to the City of Portland, Purchasing Rm. 103, 389 Congress St., Portland ME 04101. Proposals shall remain open to acceptance for ninety (90) days from their opening. Proposers shall submit the City provided proposal Form, being signed with the firm’s name, and bearing the handwritten signature or e-signature of an officer or authorized individual having the authority to bind the company to a contract by his/her signature. There will be a mandatory pre-proposal meeting to review the City’s request and to examine the facility at 2:00 pm, Wednesday, October 8, 2025, at the Portland Jetport administration offices, Main Conference Room. City representatives will conduct a tour of the Jetport terminal building and the existing food service concessions and will be available to answer questions at this time. All firms interested in submitting proposals are required to be represented at this meeting. Only those firms represented at this meeting will be allowed to submit proposals. Looks like PWM is on track to hit 2.6M in enplanements this year which is impressive especially with the departure of Frontier and a silly stint with Avelo. Pure speculation but I could see Allegiant entering the Portland market in the future with service to FLL and PGD.

Some hot off the PWM press enplanement statistics for 2025. Seven record breaking months so far with November and December still pending and a 7.1% gain to date over last year's numbers.

So is Southwest using Gate 12 now? Or did they sell the stanchions to another airline with their switch to assigned seating?

Some PWM updates:

* The expansion of the parking garage is now at the top of the airport's priority list and a temporary site has been selected which i cannot divulge yet to accommodate parking during the construction phase.

* Due to the importance of getting the garage built, the FIS facility is being put on hold for the time being due to the limited availability of funds.

* Some new routes may be introduced in the next few months once the airlines lock in their upcoming summer and fall schedule adjustments. Delta appears to be staying consistent with mainline to ATL 3X, DTW 2X and MSP 1X with the same regional service to LGA and JFK.

* The new 10 year food service contract will be decided on in the near future. There are three proposals being considered and they all are impressive and will totally change the restaurant options as we know them. Every eatery with the possible exception of Starbucks will be rebranded with each space being demolished and completely rebuilt. The renderings from all three companies are excellent and will transform the concourse and lower level area (smaller sf due to future baggage carousel addition) to a more modern and visually appealing experience for travelers. Some of the potential eateries dependent on the winning bid are: Sonic, Whataburger, Dunkin, Bissell Brothers, Lukes Lobster, Red's Eats, and High Roller Lobster Company to name a few. The plan will be to renovate one restaurant at a time due to security guidelines.

* Not sure about the stanchions Mark but I think Southwest is still in the same place. Breeze is operating from Gate 5 now and Gate 12 and 14 are common use at last check with American utilizing the new area the most.

* The contract has been awarded for the five new boarding bridges (Gates 3-7) but the airport has not received the shipping schedule from Oshkosh Jetways yet.

Thanks! I hate to hear about FIS getting delayed but I get it. The possibility of Sonic or Whataburger excites me!

We need FLL service!! Allegiant would be a good fit if added, might be an issue with PSM and BGR

Interesting that SWA is set up at the new gates, this will be going away in 2026 with seat assignments
I don't think they are and have not seen any SWA aircraft parked on that end and I drive on Jetport Plaza Road almost every day. Now that the summer and fall rush has ended it appears that Gates 12 and 14 are not even being used except for maybe the early morning push which I'm not up for.

Some great updates! Thanks Portlander. Brutal national chain selection in my opinion, hopefully there are some better options than sonic… Luke’s or High Roller would be great in the Linda Bean spot. Honestly think the BK spot or Linda Bean could be split into two where you could have a burger joint + brewery complimenting each other in the same space. Even a McDonalds, Shake Shack, or Wendy’s would be better than sonic and whataburger (but I understand that is just an opinion).
Would love to see an Allagash, Bissell, or Lone Pine in the Shipyard space.
Hottest take of all this: I think a Dunkin in the Shipyard space by baggage claim would kill it! Starbucks in the terminal is a great option.
Finally, a local flavor for Great American Bagel would be ideal instead of the generic but tasty bagels.
I’m being picky but look forward to this decision. Sonic and whataburger are just as bad as BK.

There was another burger option that I forgot and a bagel place that I was not familiar with because I don't eat them. You are on the correct path as far as Dunkin's location but only if that particular proposal gets selected and there are three competitors with different offerings. I understand your disappointment with Sonic and Whataburger but the airport needs a place that moves fast food for the masses and that eliminates gourmet style burger joints. Obviously I am limited in what I can share until a decision is made but I can tell you that all of the renderings from all three bids were amazing and will provide an improved culinary landscape for PWM regardless of which concessioner wins the contract.
