What a dumb and presumptuous name. Why not just call it what it will be, the Rhode Island State Laboratory?
 
Presume it’s temporary and someone is going to have their name on it someday
 
Cranes in the Sky: Topping-off Ceremony Celebrates Development Milestone at 150 Richmond Street

The crowd cheered as the final steel beam was guided into place at the future home of the Rhode Island State Health Lab and PVD Labs. This development milestone was celebrated with several traditions including a beam signing and an all-crew lunch. The speaking program included Governor McKee and all members of Rhode Island’s Congressional Delegation. The project continues to be on track for completion in 2025. The area around the new state lab will soon finally be meeting the original employment expectations for the 195 Knowledge district. It is right next to the 225 Dyer Street building and diagonally across from the new Brown Med School building under construction. Will soon have a contiguous swath of three six+ floor buildings with good jobs.

I can't remember which parcel it was, but a company backed out from building a substantial student housing development for Johnson & Wales several years ago.

It really feels like it's finally coming together too. There's cohesion, street level activity, and a sense of place.
