It seems like it's taking a very long time to clad this building... I wonder why?

My guesses: the larger major developments under construction around the city have reduced the pool of available labor to clad this project. Either that, or if the project is conditionally required to meet minority/women-owned business requirements as other projects citywide are, they could be tapped out.

It would be nice if the city would upgrade the street lighting in this area - it's far too dark at night. More/larger/brighter lights would be good.
