It's rare to have large VA Outpatient Clinics like that up here in the northeast - generally, they are smaller leased space more like a community health center (hence the VA acronym CBOC - Community Based Outpatient Clinic) because the main hospitals are close enough to most veterans that there's only really a primary care need in outlying areas. The bigger ones are usually in the midwest and west where it might be a several hours drive to a main medical center/hospital so a larger clinic with expanded services is a necessity. This specific one is associated with the Central Western Mass VA (Northampton/Leeds) although it's physically closer to VA Boston, basically to give CWM a connection to a teaching hospital, which helps it both from a care perspective and an administrative perspective.
 
This building is going to be huge! Is it Worcester's tallest built in the 2000's? This campus is starting to resemble Cambridge's North Point a bit.
