Then put rail in the middle of 128?

I don't understand how all the talk about 128 amounted to a closing statement about building a new highway that sounds like it already exists (the Mass Pike).

In-part

The old Turnpike Extension was just that a commuter-centric extension to the Turnpike that had originally stopped at Rt-128

therefore it had:
several East-bound on-ramps just inside of Rt-128 and then after the Alston-Brighton Interchange -- nothing but E-bound off ramps
several West-bound on-ramps from downtown to Alston-Brighton

Storow Drive provided the highspeed in/out connection from the Financial District to the Back Bay (albeit round-about and for passenger vehicles only)

The Turnpike now goes to Logan and the South Boston Innovation District -- but there are several key missing links --- most importantly the way to get to the Back Bay from Logan / SBID and the complementary way to get to SBID / Logan from the Back Bay

The other big problem is the bottlenecking created by manual and pseudo-electronic toll booths -- open road high speed tolling is proven, effecient and a reliable way to enhance capacity without increasing the footprint

Finally with the various RR and related land-deals therre is a whole district near to the Pike west of BU that needs better access
