Adjusting a bit to match what was on the ground then (this is the 1938 Bromley map), it looks like this is B&A freight house #4, with the nearer boxcars actually on the Union Freight Railroad. We're looking over the extension of Atlantic Avenue.

Just a brief note - I believe you're correct, and I was fooled by a combination of perspective and the 1940s maps - I thought erroneously that this freight house was actually annexed to the steam plant - at 3am that roof ridge looked like it was where the freight shed met the wall of the steam plant, and the clerstory windows continued. The NOAA maps from this period also erroneously show a block of "something" occupying that space, which is conspicuously absent from other imagery.
