In addition to tearing down CIA, take down the parking garage and the Maine Health Building.
This will clear the whole strip from Oak Street to Center Street.
Build a new parking garage and hotel at the Maine Health location and expand for a longer and taller...

It's the harbor view north and south that will be stunning for sure.

I'd love it if taller buildings in Portland become clad in glass or something else other than faux brick and other crappy materials trying to "fit in" so they don't offend anyone. Like the Casco ... just go...
I'd say the one bonus for #2 is that the Soley's own the land and will want to develop it eventually. If not now (or the economy has a downturn), they'll want to develop it later when it rebounds. Who knows, by then the city height limit might even increase.
I think they should build to the highest potential currently allowed rather than shaving off any floors. This will inspire more builders to do the same.
