Biddeford/Saco Developments

I love this development. But the city of Biddeford and Saco NEED TO GET THEIR A***S in gear to build that talked about covered and safe foot bridge to the train station. Without it, it's a circuitous long walk to the station from this development, nearly 10 times longer!
 

Anyone else following the ongoing saga between UNE and the City of Biddeford? Biddeford and UNE should be working together the way that Colby and Waterville do to bring an annex of the school into the downtown core. The Pepperell Mill must have tens of thousands of SF of vacant floor area that could be programmed as a business incubator, or student housing, or an arts space, or any of a hundred other things that add value and contribute to the Biddessance. But instead, this. You hate to see it.

From the FAQ on the city website, these two seem to summarize the issue:
After the conclusion of the review by federal and state agencies, the local review will take place. The City Code then requires the Harbormaster to ‘sign off’ on the location.
The City Manager made the determination that the Harbormaster has taken actions and made previous public comments that have been perceived as prejudicial biases. Upon his examination of these known comments, he has determined that the Harbormaster does not meet the standard of disinterest in the case.
