New
Neighborhood Housing Zoning (NHZ) districts and maps are out. Overall, looks like a good-faith effort to legalize existing housing while also leading to some modest upzoning. Main takeaways:
- Make significant portions of Hyde Park, West Roxbury, and Roslindale zoning-compliant. Basically no buildings currently are
- Eliminates parking requirements
- Eliminates single-family zoning. The smallest district allows 3 units by right
- Eliminates use of FAR (Floor to Area Ratio)
- Significant relaxes dimensional requirements (setbacks, height, dormers, etc.)
- Allows many small business uses by right
- Provides density bonuses for street trees (enabled by an easement)
- Zoning is slightly more restrictive for new buildings compared to existing ones
The new districts themselves:
- Residential Dormer (RD-2 & RD-3): "... distinguished by homes set on lots with large front yards and rear yards, [...] and sloped roofs." Limited lot coverage, with buildings allowed up to 3-stories with top story sloped. 3 units allowed throughout except for new buildings in RD-2
- Residential Decker (RD-4 & RD-6): "... distinguished by a diverse range of residential buildings, including, but not limited to, duplexes, townhomes, triple-deckers, and double
triple-deckers." Max of 4 units in RD-4 and 6 in RD-6
- Residential Garden (RG-15, RG-50, & RG-65): "Residential Garden Districts (RG) are areas characterized by land uses that can operate in a campus setting, such as residential complexes with multiple buildings, residential care facilities, schools, and churches, and which often have natural or scenic features." Seem to be primarily oriented towards existing BHA properties.
