I keep hearing CHAP 91? Between the garage and the IMax what did commonwealth do just ignore the law completely and allow garbage to be built against the waterfront.
 
Well, the state makes the law so I assume that there are exemptions within it for certain entities like the Feds, nonprofits, etc.

I'm not saying I agree with the decision but it is more likely that they used a clause within the law rather just flat out broke the law.
