Yeah, because that's what happens when you build highways: they get used to capacity. It's called induced demand and we have decades worth of data about it. If we built a fourth parallel highway on the other side of the pike, that one would be at capacity too, but that sure as hell doesn't mean we need it. Storrow is a blight.
