Bulfinch Triangle Infill & Small Projects

I've been stuck with contractors like this in the past who bite off more than they can chew and have only one crew to hit up multiple sites. Either they burn out or they recognize something's wrong and correct it. My gut tells me it's the former for these guys.

It turned out alright and seems to be of decent enough quality but a couple of strange things happened during construction. Maybe half the foundation had been excavated when it was inexplicably all filled in again. A large section of the first floor had been framed out in wood but was then taken down and replaced with steel.
 
A few years ago my daily routine took me along Mass ave in Porter. I just remember that seemingly for years, as these guys were building the Porter Sq hotel, their sketchy 40-year old camper van was parked right there...it was like a permanent part of the Mass Ave streetscape at that time. How are they legitimately still in business?

Or, how do these projects sustain their financing? I'm pretty sure "property shall not be a blighted mess 4 years from now" (or thereabouts) is a criterion of most loans.
 
What's the final floor count going to be, and will it not have an elevator?
