Government seeks proposals for Kendall Square complex

The General Services Administration, which manages the government’s real estate, is soliciting proposals from private developers to help re-imagine the property. It is expected to attract avid interest from technology and life sciences companies.

Under the GSA’s plan, a developer would acquire the right to privately build out portions of the property in exchange for a commitment to build a modern research facility for the US Department of Transportation.

“This innovative approach will allow us to partner with the private sector to get the most out of this land and create economic development opportunities,” GSA Administrator Dan Tangherlini said in a statement.

A formal request for development proposals was posted Tuesday at www.fbo.gov.

The article mistakenly lists that the GSA has issued an RFP, when they have only issued an RFI. Basically sounds like they're just fishing for free ideas/consultation. Nevertheless, it's still interesting to see some comotion, and to imagine the possibilities of this site.
 
You could build a whole new neighborhood in there just by using the open space. Just by looking at a map, I'd guess only 1/4 of the land has a building on it. And some of those buildings are pretty short too.
 
I don't know about a neighborhood, but it could go a long way towards making Kendall a real neighborhood and really connect to to Binney and beyond to the actual existing neighborhoods.

I see 9 new buildings anyways with new usable roads and paths. All while expanding the existing walking path along the west side of the property.

Love to see it happen and not mimic the existing large properties in the area. Looking at you one Kendall, Cambridge center, and tech square. An actual mixed use development for a change.

GSA is very active in marketing, selling off, redeveloping underutilized government buildings/space. They've just selected three finalists to build a new FBI Headquarters building/complex, in exchange for the current FBI HQ on Pennsylvania Ave in Washington. They have an even larger development parcel up for grabs; that one includes buildings housing the Department of Energy, the Department of Transportation, and GSA itself.

So I think GSA is very interested in getting this Cambridge site redeveloped.

That's pretty awesome! That's such an under-developed plot and it's in an incredible location. Would this plot include the parking lots on the side and in the back?
 
Cambridge's height limit really is unfortunate here. This is a site that can (and should) support something(s) higher than 250'.
 
What's the height limit in Cambridge? Last time I checked, Eastgate Married Student Housing is around 360 ft tall.

The Government's key strategic objectives related to the optimization of the Property include:
• Acquire a turnkey state-of-the-art facility for the Volpe Center (the New Facility) on the Property;
• Leverage the expertise of the real estate industry to optimize the balance of the Property for new market-driven use(s);
• Maximize financial return to the government and taxpayers; and
• Minimize impact on operations and avoid need for any swing space or temporary relocation of operations.

The New Facility will be a single facility or connected facilities that contain up to 390,000 gross square feet (GSF) and parking spaces as appropriate to house up to 1,300 personnel. The New Facility will accommodate the following:
• Office operations including conference rooms and space for collaborative, joint-use activities, and special use space (i.e., fitness center, child care facility) (approximately 90%);
• Flexible, ground-level laboratory space to accommodate simulators and large vehicles and storage space (approximately 10%); and
• Public access to showcase the work of the Volpe Center.

The New Facility, however, will conform to the criteria and standards established in the P-100 Facilities Standards for the Public Buildings Service. These standards are available for download at http://www.gsa.gov/portal/content/187611.
It is envisioned that this facility would require appropriate security features.

The Property is located at 55 Broadway in the Kendall Square neighborhood of Cambridge, Massachusetts. It comprises approximately 14 acres of land and houses the Volpe Center in six (6) buildings with a total approximate gross floor area of 375,000 GSF. The Property also contains two (2) surface parking lots and open, landscaped land. The Property has extensive frontage along Binney Street to the north, Third Street to the east and Broadway to the south. A pedestrian walkway directly abuts the western boundary of the Property.

Under this approach, the Government would exchange all or portions of the Property for the design and construction of a New Facility or exchange of an existing facility in combination with a cash payment to equalize value if necessary.
• In exchange for the design and construction of a New Facility or an existing facility, the Government would offer title to the Exchange Parcel(s).
• The Government would evaluate offers and execute the exchange agreement.
• The selected offeror would provide design and construction services; and
• The Government would convey the Exchange Parcel(s) to the offeror on a mutually agreed upon date following completion of the New Facility.

The Government has scheduled a pre-submittal briefing and tour for interested parties on September 20, 2014 – time and location to be determined.

What's the height limit in Cambridge? Last time I checked, Eastgate Married Student Housing is around 360 ft tall.

Height limits (to highest occupied floor, IIRC) are 250' in the Kendall Square area and lower elsewhere.

Edit: Yup, 250', not including mechanicals, etc.

This requirement shall not apply to chimneys, water towers, air conditioning equipment, elevator bulkheads, skylights, ventilators and other necessary features appurtenant to buildings which are usually carried above roofs and are not used for human occupancy, nor to domes, towers or spires above buildings if such features are not used for human occupancy and occupy less than ten percent (10%) of the lot area, nor to wireless or broadcasting towers and other like unenclosed structures which occupy less than ten percent (10%) to the lot area.
 
Cambridge's height limit really is unfortunate here. This is a site that can (and should) support something(s) higher than 250'.

It's not unprecedented for the Cambridge Redevelopment Authority to push for greater heights than 250', up to 300'. Whether or not builders could get beyond the zoning is another question. This article is from a couple years ago though, I'm unsure on the current status of this project.

The company was by no means opposed to building taller on Ames Street, said Boston Properties representatives Kevin Sheehan and David Stewart. But without a strong signal of support from city officials overseeing zoning that the height was welcome, they couldn’t propose 300 feet for fear of slowing down design and construction when, as Stewart said, “the market is good now. We really want to do it now.”
 
^ I assume Miracle of Science and Middlesex Lounge were still open? It'd be a shame to lose the former; the latter...eh.
 
I just walked by there the other day and noticed MOS for the first time. Besides the lame name (I know it fits the area) it actually looked like a decent joint for a drink. Rare around here.

I did grab a burrito at Beantown, because I have to try a burrito at everyplace I walk by that has them (that I haven't had before). Just like Jerry always has to buy a copy of Catcher in the Rye to feel normal.....
 
On the Volpe Center, don't overlook the language in the GSA solicitation about providing/constructing a 400,000 sq ft building outside the government property line. Certainly, there is no 400,000 sf building currently sitting empty in Kendall Square.

But if one looks at a map, there are two MIT parking lots south of Main St, at Carleton / Hayward streets which would be seem to be large enough. If one were to build a new Volpe Center there, then the builder gets title to all 14 acres that comprise the current Volpe site.

Have to believe MIT is very interested in this, either by itself or as a partner with a developer(s).

Because of the collaboration between MIT and the Volpe Center, its very likely that DOT wants the Center to remain in Cambridge.
