Came across this on instagram. Looks like someone took inspiration from the Aaron Helfand/ICA proposal and rendered it in 3d from the perspective at ground level. In this concept city hall is rotated 90 degrees and is placed where the jfk building is now compared to that version. Both look great imo. If only…

I like the layout better in the second example, but both are a vast improvement.

Ironically right now would probably be the perfect time to do something like this with how good RAMSA is right now with projects exactly like this. In the past few decades it could have ended up kind of cheap looking, but RAMSA is absolutely killing projects like these nowadays. Heres their Inman admissions center at Elon university. They could absolutely deliver on something like this today.
