Ah so I do know some of the history for this. All of that area as illustrated was part of a single master planned project of 7 buildings, which Massport ground leased out in 2000 to Roseland (now Veris) which led to an eventual groundbreaking in 2006. The financial crisis forced a pause on construction until 2013 or so, when they resumed building 7, then built buildings 5 & 6, the remaining terra firma parcels, through 2018, resulting, the 3 on the upper right in that illustration now standing.Ive been wondering the same thing. It was supposed to be I believe the second phase of portside at pier one, but then it just never happened and there hasnt been a peep in over a decade.

This npc says construction was supposed to start in 2015
But at the same time the project is listed as complete on the site so not sure whats going on. Its a massport property so it appears theyre just holding on to it right now, not sure why.
However, In 2022 they ended up walking away from its remaining lease with Massport having managed to extract the most valuable bits of the site, and thus the pier itself, citing the costs of rebuilding the pilings, whereupon massport promptly issued an extended lease to the tall ship. I don't know what's up with their public benefit obligations, but apparently they opened a community meeting room last year.
