Why not extend the E Line to turnaround at Heath Square?

That's largely replaced a full Arborway restoration as the locally preferred E Branch project. It's included in Go Boston 2030, albeit as a 15-plus-year-out project. It'd be a very easy and worthwhile extension, though it needs to be done in concert with dedicated lanes as far as Riverway (and/or a pocket track at Brigham Circle) in order to keep the E functional.

Just bury it to Brigham. That'll keep the schedule more manageable. Easy tunneling to boot.

When will the new Ruggles CR platform open?

I don't have an answer, but from what I understand the contractor went belly-up and a new contractor is trying to quickly take over the reigns.
