What an incredible amount of beige you've discovered!Excellent, and if I'm reading the new height overlay correctly the developer can go as high as 250' not including mechanical/ornamental usage. Wall Street Apartments in Manchester has 13 floors over 5 levels of parking and tops out at 223' for an example of potential massing.
I did some digging for clarity. Lot 3 which is referenced as being removed from the MDP is the Cumberland Ave. parcel where the music hall hopes to land. Also, looking at the fine print of the original site plan document, Chapel St. formerly ran through the property, and a look at Google Maps shows that that would essentially have hugged the northeasterly side of the original Press Herald printing plant, so it doesn't even split the existing properly evenly! In fact, the parking lot curb cuts on Congress and Cumberland appear to exactly be where Chapel St. would have intersected those streets.
My point really is that the new message references the challenging underground environment. The old site plan even says, they aren't sure what's still there for utility easements, etc. in the old street corridor. Plus, a walk down the Eastern Prom trail or a drive down Valley St. will show that the peninsula doesn't have a ton of topsoil before you hit granite. I am unsurprised that building an underground garage of any depth proved prohibitive.
I am also guessing that they're going to leverage the additional height to make up for losing the residential portion of Lot 3.
