I could be wrong, but I think that all this comes to light after the old I-135 bridge that collapsed in
Minnisota years ago. The old rickety Tappan Zee bridge was replaced with a new one for fear that the same thing might happen there. The mission is probably to get all crumbling bridges in the country repaired or replaced.
