Missing Buildings/Downtown-John Hancock Tower

When viewed from the Cambridge side of the city, the glaring "hole" in the skyline really is noticeable. (from downtown all the way out towards John Hancock Tower with a noticeable gap) Didn't former mayor Kevin White call for a "spine" of skyscrapers from downtown all the way out to Back Bay? Would be great if some get built in the middle to fill in the gap.....
 
I've always imagined a "spine" of Boston running down Boylston Street and wrapping around Boston Common, and then down Tremont Street to Government Center, with "climaxes" between the Hancock and Prudential and at Government Center. Of course, this is a dream of mine, and we'll probably never see a "spine" this large of a scale in our lifetimes.
 
The concept goes back to the 1975 Plan for Boston, published by the BRA in 1965.

It was called the "high spine".
 
Best chance to fill in the gaps would be the Mass Pike parcels.

Or just looking around there at buildings that could/should be replaced. The Josiah Quincy School could do with a do over. The city could make a deal. First 5 floors go for a new school, the next 50 to 70 floors go to the developer.
