I completely forgot I had this... I think my Berklee insider friend gave this to me years ago and it's been at least a few since I last opened it up. Written in 2000, it now feels like a total period piece. Sorry about the glare but I don't own a scanner so photos under crappy lighting is all I can do.

I remember reading this a few years back and it struck me as an attempt by the City of Boston to zone land it didn't own. I recall this being cited by both sides in the Columbus Center debate.
I guess it's buried in the BRA's site because I went googling trying to find it and could only find references to it but not the actual document. Oh well, it's nice having a hard copy.
