Renovations at One Broadway - Kendall

I've been wondering about that thing. When did they add it and is it functional at all? Or was it just thrown on to "modernize" it?
 
The addition was fairly recent (within the last 10 yrs). Looked clumbsy from the start
 
It was the first phase of two. The second phase was to be a substantial addition. I have a pic on an old computer i'll try to retrieve someday.
