If the Canal Plaza/Old Port Square Tower gets built, the "height" (and maybe heart) of Portland will be slowly moving (over a period of many years) from the far end of that photo (along Congress St), to the left in that photo (along Temple/Union St)... would love to see the parking garage to the left of the Casco get redeveloped into something tall to enhance that.

The vacant lots to the east of City Hall are really obvious in this photo. The Herald Square project will hopefully take care of a portion of that underutilized real estate!
