The Residential tower quite needs the additional 163' removed from the approved design (put back).

Agreed. Not height for heights sake, but would be much more visually appealing driving in from the north if they had used that full 659'. I'm surprised that right on top of the 2nd biggest transit hub in new england they apparently didn't think they could sell/rent more units?? Or was there another reason they didn't build to fully approved height?
 
To give you the short version, the developer & city made a concession under last minute pressure from West End/North End nimby's.
The BPDA then turned around and leveraged the "give" to approve the Garden Garage/Alcott after the concession of just a few floors and garage spaces.


*Nimby's recoiled in horror City govt would have the gall to approve in a 5-0 vote, a 44 story residential tower, scrunched into a cluster of other urban, residential highrises, in the heart of a medium/large American city.

It is right on top of two transit lines, and that's a good selling point itself, but I'm not sure the commuter rail station is a selling point for residential. Id figure more offices would like to be on top of North Station.

Nice photos^ The first one would improve if the Charles River Park apartment blocks totally disappeared. One can only hope, someday.
 
^^^If that's Route 99, I went into the city that way last night (via the Casino) and it really is amazing the way the new buildings dominate that viewpoint. It's just sad to think that the State Street headquarters will block the Bulfinch residential from the north. On the other hand, think about how much that building will DOMINATE!
