This 15 story tower dominates the skyline of this city that used to have a population of 140K and is now the state's fifth largest after many years of being number three.
Maybe AI?I'm putting this here because I honestly don't know the answer, and couldn't find it online. Every time I uploaded the pic the cities it claimed it could be didn't have the exact same building.

I fed it into Sightengine, which kicked out a result of 99% likely AI, Google Deepmind Imagen. (With the caveat that AI image detectors are also notoriously unreliable)Maybe AI?
Zoom into the cars and some details and it starts to look funky.
Palisades Palms Condominiums are taller but are on the beach and far from downtown Galveston.Naming the building is not necessary and let's make sure the structure is in the downtown area and not some remote college dorm, beach condo or casino tower in the middle of nowhere or church spires and capitol domes.
Tallest building in its state, in a city I have driven through.

Binghamton and Utica both have almost identical State Office buildings as their tallest. Were you aware that the clue for Galveston was "Glen" Campbell and it was one of his biggest hits?
