Tallest building in town, can you name the city?

This 15 story tower dominates the skyline of this city that used to have a population of 140K and is now the state's fifth largest after many years of being number three.
 
Google thinks it's the Fisher Building in Detroit, but not quite even discounting the missing top. I see what you mean.
 
Maybe AI?
Zoom into the cars and some details and it starts to look funky.
I fed it into Sightengine, which kicked out a result of 99% likely AI, Google Deepmind Imagen. (With the caveat that AI image detectors are also notoriously unreliable)

ARGH! Although it sounds like it's not actually the tallest building now... One Moody Plaza in Galveston! (I was actually there a few years ago, although I didn't notice this building.)

Naming the building is not necessary and let's make sure the structure is in the downtown area and not some remote college dorm, beach condo or casino tower in the middle of nowhere or church spires and capitol domes.
Palisades Palms Condominiums are taller but are on the beach and far from downtown Galveston.

Binghamton and Utica both have almost identical State Office buildings as their tallest. Were you aware that the clue for Galveston was "Glen" Campbell and it was one of his biggest hits?

No, but I'm kicking myself for not thinking of Utica!

This 15 story building towers over this southern city's downtown which has grown expeditiously to become one of the largest municipalities in the state.
 
CLUE: This city is the geographical and population center of the state.
