Apparently the development team met with the DPDA before June and "the project design was found to be consistent with the
Downtown Waterfront Municipal Harbor Plan (MHP)." The article also reveals that the BPDA has placed all
Article 80 processes on hold due to difficulties holding public meetings equitably and of sufficient size during COVID.
They wanted to start construction in April, if they haven't then it's possible their worried about maintaining their financing or rethinking in the face of COVID.
