Nice find! Although the project info describes this is "Phase 1B", not "Phase 2."

The architects are listed as Market Square Architects of Portsmouth. Under the "More Info" tab, it describes a lot size of 26062 SF with an existing 31-space parking lot, which is consistent with the lot at Lancaster/Elm/Preble.

Also from the "More Info" tab: 217 apartments being planned, in a 171,720 SF building. If that building covered up the entire lot with 26,000 SF floor plates it would be a 7-story building. More likely, the floor plates will be considerably smaller, and the building will be taller.
Looking at Market Squares portfolio I have little hope that anything but the usual cookie cutter crap to come of this project. MEH.
 
Speaking of creativity, I would love to read a critique that doesn't resort to Red Scare cliches while complaining about affordable housing.

In fairness, though, it's pretty funny if you think that the solution to this imaginary problem is to have a government committee mandate the "correct" form of architecture
