^^ Borrowing construction techniques from the Moscow outskirts (and every other Russian provincial city), where all new construction is covered in cheap alucobond paneling. Maybe the present aversion to all things Russian will lead to some improvements in local construction materials?

But really, what was the purpose and need for this project? Was the original brickwork deteriorated or requiring too much maintenance? Was additional insulation provided by the new cladding?

Was this over brick? CHA has been re-cladding all of their buildings, but they've tended to be deteriorating bare concrete.
 
Agreed, bare brick is honestly one of the most agreeable cladding materials there is other than wood. Even if theres no ornamentation or effort whatsoever, plain brick is rarely offensive. Not sure what the goal was here but brick buildings are almost effortless in how well they blend in to the built environment. Random lego blocks of red shaded vinyl not so much.
