Yes. Westbound actually runs under the arch.

Huh? EB runs under the first arch, WB runs under the second, closer to the river. As built, both of these bays were over water, filled with landfill when the esplanade was expanded. It sounds like they are going to cram both under the same arch to allow an expansion of parkland.
