Mayor's $16-billion housing plan

Updating this thread with a quote from Mayor Menino's 2013 "$16-billion housing plan".

Mayors love to make these types of proposals but things move very slowly in Boston. Will we actually see 53,000 new units of housing by 2030 as Mayor Walsh wishes?

 
I feel like task forces and goals like this should be laid out and then when developers propose something like the 700 units at andrew sq, the city asks, what prevents this from being 1000 units and seek to increase density, especially for projects around transit stations (cough cough sullivan)
