There's a couple of decent photos of this thing floating around, but it's apparently one of a pair. One reads "New England BLD" with a "ye cod" on it, and the other "Erected AD 1889."
They appear to have been here since at least 2007, when the first photos appear in the ICA thread on this site. Other than that, my research has failed me - they don't appear in the cultural resources database, there's no results for the text, it doesn't appearin any of the online filings for this project. My best guess is that they the last remnants of the New Haven RR's South Boston Freight Terminal that occupied fan pier, piers 1 & 2 for the better part of the 20th century - its really the only thing that's ever stood on that site, but it seems to not have many, if any, online accessible photos.
