^^^ Nailed it. I have lived in Davis for 4 1/2 years and just discovered this little gem yesterday!
 
On New Year's Day every year the city opens the doors of that monument to the public.
 
There used to be a magnificent stinkweed tree in that courtyard. It almost completely filled the space.

Must have rooted itself from a flying seed; no one actually plants the Tree of Heaven.
