Tallest building in town, can you name the city?

This building has been the tallest in its city since 1970. At one point several years ago it seemed like it was going to be superseded in height by a new development.

City Place in Burlington is close to being topped off so the tallest title will soon go to the hotel on the left at 141' to the top of the mechanical penthouse.

This 14 story residential tower is located in a northern city that is the state's fourth largest with a current population of around 50K. It is the shopping, transportation and financial hub of a large region and benefits from a nearby Air Force Base that has provided employment and stability for many decades.

This would be the Milton Young Towers in Minot, ND.

Took 20 years to construct due to a loophole which allowed the owner to avoid paying state taxes and was the tallest building in the state until 1934. Was originally 7 floors and this city is the state's second largest!
