I would definitely consider it art deco. Its simple but the long vertical lines, limestone facade, black floor plates, and decorative chevrons definitely have an art deco look to it.
 
This is going to have some fun geotechnical engineering when tackling the former canal through the parcel.
 
While nowhere near as sublimely, I could imagine a similar type of facade - with the interplay of the fins and that one strip of solely windows as an example - being turbocharged to create a somewhat similar visual affect as the rightfully famous 'Aqua' building in Chicago (see below).

There is so much going on/different parts fighting each other at this corner... it's strange...
