I see you found my favorite pocket park in Bay Village! Although I no longer live close to there I used to love chilling and reading in that cozy little space.

Also, what the heck is going on with that copper-clad tumor in the first pic?

Have they not refilled the lagoon yet, or do they let it naturally refill with rain and run off?

Filling may have been delayed for this work:

In the Public Garden, a five-year, multi-phase, project is
underway to stabilize the edge of the Lagoon. This year, restoration
of approximately one-third of the structural border
on the north side of the pond is scheduled to be completed
by early April.

They were filling it in through the pipe they (presumably) fill it through normally. It's located in the southern tip of the lagoon.
