The Massachusetts Mental Health Center in Mission Hill would be demolished and in its place Brigham and Women's Hospital would build a residential and medical complex on some of the last underdeveloped land in the Longwood Medical Area.

The hospital submitted to the city a proposal for a multibuilding development of more than 600,000 square feet that would also include an adjacent parcel on Binney Street. That latter location would be the first built under Brigham and Women's plans -a 57,000-square-foot laboratory and office building that would also include outpatient services, according to documents filed with the Boston Redevelopment Authority.

Depending on its ability to raise funds, the hospital would next demolish the five buildings formerly occupied by the state-owned Mass. Mental health center. The clinic had relocated to the Lemuel Shattuck Hospital in Jamaica Plain in 2003.

Brigham and Women's would build a 180,000-square-foot residential building with 136 apartments and condominiums, a 359,000-square-foot medical center, and a 21,000-square-foot clinic for state mental health programs, with inpatient and outpatient services.

Mass. Mental, a pioneering center for psychiatric teaching founded in 1912, would move back to Longwood when construction is complete.

An official with the BRA, which released the plans last night, said continued development in the Longwood Medical Area would help revive the neighborhood and realize Mayor Thomas M. Menino's vision for the area and surrounding Mission Hill neighborhood.

"The mayor supports institutional development and smart growth, and this development is consistent with the growth of an important sector," BRA director John Palmieri said.

Officials with Brigham and Women's Hospital could not be reached for comment last night. The hospital is in partnership with the nonprofit Roxbury Tenants of Harvard Association Inc., which would develop and manage the residential building. The tenants' group manages the 13.5-acre Mission Park housing complex. Offi cials with the organization could not be reached last night.

The residential building would include 66 affordable rental units and 70 condominiums, as well as 10,000 square feet of community space, such as a park or neighborhood center.

Most of the new complex would be built on the 3-acre site of the mental health center on Fenwood Road, which is currently occupied by five buildings and 160 parking spaces. The rest of the construction would occur on a 13,000-square-foot parcel at the corner of Binney and Francis streets. The developers would replace the 160 parking spaces and would build 233 additional spaces in an underground garage.

A tunnel would also be built connecting the 359,000-square foot medical building and the Shapiro Cardiovascular Center.

There's a hideous garage across the street; I wish they'd have gone for that instead.

In any case, Mission Hill is going to go wild resisting Longwood encroachment.

I think by virtue of location this proposal will probably make less waves than say encroachment more toward the heart of the Mission Hill neighborhood (like we've seen on Huntington Ave). This site is bordered by the riverway and and brookline ave. Brookline Neighborhoods are far removed on the other side of the riverway. Also, its probably going to help that they are partnering with the tenants organization that manages the rather large and adjacent Mission Park affordable housing complex.

The Boston Redevelopment Authority today approved a 10-year construction project that will reshape the gateway to the Longwood Medical Area at the Riverway and Brookline Avenue.

The project, which also needs zoning changes and approval from parks officials, would replace a series of existing buildings with a new 16-story residential building, a 12-story medical research and clinical building and and a facility to provide transitional housing for mental-health patients who no longer need hospitalization.

The project will include 66 rental and 70 condo units in a 16-story building to be built by Roxbury Tenants of Harvard. Construction of the housing units could begin in 2012, with the new lab space in a 12-story building to start sometime between 2014 and 2018.

The mental-health facility would include 47 beds for people who no longer need hospitalization but who have yet to be placed in residential settings, and would be run by the state Department of Mental Health, which now houses such patients at Shattuck Hospital. Brigham and Women's Vice President Arthur Monbouquette said the Brigham would pay for construction of the mental-health project and would spend up to $4.2 million for a new athletic center and community space.

He estimated the new buildings would mean 500 permanent new jobs.

Brigham & Women?s Hospital (BWH) received approval for its Institutional Master Plan, which included approval for the Mass. Mental Health Center (MMHC) redevelopment project. The project will enable the Mass. Mental Health Center to return to its original site and provide mental health services to its patients in modern, state of the art buildings where patients can receive efficient care in a dignified setting. In association with the Roxbury Tenants of Harvard (RTH), BWH will redevelop three parcels in the Longwood Medical & Academic area and Mission Hill neighborhoods in a three-phase project. The phased-project includes the construction of approximately 633,960 square feet in four buildings:

1. The Partial Hospital/Fenwood Inn Building: A new Department of Mental Health (DMH)-operated Partial Hospital/Fenwood Inn, which will be developed by BWH on behalf of DMH, will include a 47 bed transitional shelter program for homeless, mentally ill men and women, a five bed crisis stabilization unit, and 8,260 square feet of partial hospital and outpatient treatment space.

2. The Binney Street Building: A new clinical and administrative building, which will be developed and owned by BWH, will include 56,540 square feet of clinical and office space to be used by BWH for outpatient uses. DMH will occupy the Binney Street building for similar purposes, on an interim basis until the DMH-designated space is available.

3. The Residential Building: A residential building, which will be developed, operated and controlled by RTH, which will provide approximately 136 units, including approximately 66 affordable rental units and approximately 70 condominiums.

4. The Brigham & Women?s Building: A new research and development, clinical and office building, which will be developed, managed and controlled by BWH, will include approximately 358,670 square feet of space. DMH?s clinical office uses will be relocated from the Binney Street Building into the Brigham & Women?s Building once it is complete. At that time, BWH will use the Binney Street building for office and clinical space.

In the first phase of the project, the developer will demolish the existing buildings followed by the construction of the Partial Hospital/Fenwood Inn Building and Binney Street Building to serve the DMH clientele. Later phases of the project will include RTH?s development of a residential building and BWH?s development of a building for medical-related uses. It is expected that all three phases will take 10 years to complete. The redevelopment is the result of a request for proposals and subsequent selection process conducted by the Mass. Division of Capital Asset Management on behalf of DMH.

The construction of the four buildings is expected to generate approximately 600 new construction jobs. Demolition is expected to begin in the second quarter of 2010 with completion of the Partial Hospital/Fenwood Inn Buildings and the Binney Street Building in the third quarter of 2011.

I love those concrete reliefs of the state seal that are always on public buildings. It would be a very cool photo series if someone went around finding all of them. Too bad the state doesn't put them on their newer buildings. Or do they? Have they even built anything lately?

Construction to redevelop the Mass. Mental Health Center in Mission Hill has begun. The $400-million, 630,000 square-foot project includes plans for a new mental health facility, a major affordable housing complex and a Brigham and Women's clinical and research building.

The 98-year-old center, which serves adults with serious mental illness in the Boston area, will replace its mental health component in the Longwood Medical Area by mid-2012 with a $10-million, state-of-the-art treatment facility in the Fenwood Inn building. The facility will feature a 47-bed partial hospital and transition shelter for state mental health department patients, according to city and private development officials.

The project's site plans also call for a two-year construction project to begin afterward on a 15-story, 136-unit residential building with 66 affordable rental units and 70 condominiums, at least half of which will be affordable. The residential building will be developed and operated by the 41-year-old nonprofit corporation Roxbury Tenants of Harvard, while the other three buildings in the project will be developed by Brigham and Women's.

Members of the Roxbury nonprofit group were not immediately available to comment on their part of the project, including its cost.

Once work on the center's $27-million Binney Street medical office building is complete and that building is occupied, plans call for a two-and-half year, $365-million project to construct a Brigham and Women's building for medical office and research space to open within 10 years, according to design plans and Brigham and Women's spokesman Kevin Myron. Site plans also call for a 400-space, below ground parking garage, included in the $365-million price tag, Myron said.

Mayor Thomas M. Menino and redevelopment authority Director John Palmieri joined members of the state mental health department, Brigham & Women's Hospital and Partners Healthcare Tuesday for a groundbreaking ceremony, according to an announcement from city development officials.

The project "is a unique public-private initiative of the Department of Mental Health (DMH), the Division of Capital Asset Management (DCAM) and Brigham and Women's Hospital/Partners Healthcare," said the announcement.

The project at the corner of Riverway and Fenwood Road will "create hundreds of construction jobs as well as a variety of permanent jobs," the announcement said.

Meanwhile, The Boston Herald reported this week that development plans for a medical office building at nearby Brigham Circle were scaled down dramatically due to pressure from neighborhood residents and city officials

Technically 'Roxbury' but most people would call it 'Longwood Medical Area' (and not 'Mission Hill') as it's way over near Brookline Ave. and Riverway.

This is a huge project. Phase One will include the Fenwood Inn and relocated Mass Mental Health Center. These are already under construction. The residential tower will be Phase Two and the large Brigham & Woman's building will be Phase Three.

Those are pretty bland design wise but I'm happy about the expansion.

Binney has always been such a mishmash -- these recent developments including the Children's expansion and the eventual redevelopment of the Dana building should make things more unified.
