What you're describing could look like the following plan I put together, although the NIMBYism would be at epic levels due to the 4f (parkland) taking and impact on the Creek running along the route.

Thank god we no longer allow highway planners to run rampant up here. No way in hell you could do that to the Creek.

Maybe as a tunnel right up along rt 16. But better to keep the current alignment and just make it a tunnel as rt1A has enough cars as it is. Though if you did both a tunnel over to rt 1A and a tunnel along the Tobin alignment, then you could take a lot of cars off of Bell Circle that are otherwise using the rt 1A to rt 60 route.

Unless/until tunnel construction costs come way down then not a good ROI probably. If tunneling costs do come down, then you could really a lot of transportation bottlenecks.
 
If there is no evidence that the Tobin is broken (none has been offered here) why do you keep trying to fix it with a zillion dollar tunnel?

This. The only problem with the Tobin is Rt. 1's noncompliance with standards on the S-curve & ramps in Chelsea.

It'll never happen but if you did this you could eliminate the final portion of 16 and shunt onto 1A and the new connector. Could end up freeing up Moorpark space along the creek then currently exists.
 
^ or just do it all as a monumental / sculptural bridge / viaduct. Like the Millau viaduct comes to Revere.

But yeah in general I don't see how there's any sense in reducing the number of lanes across the harbor anytime soon.
