I am guessing the 8 stories above podium are cold-formed steel framing (hard to tell), potentially Type IIB construction which might allow for this. Interesting strategy whatever the case is.
 
It would be required to be of "noncombustible" materials for the most part. If I had to guess they utilized a prefabricated metal framing system (such as the late Presceint company) in which the wall panels are loading bearing. This is in Nashville, but the metal framing was utilized above a podium and they did 10 levels of load bearing steel studs.
