Tower plan draws fire

A developer?s dream to build a pair of skyscrapers overlooking the Rose Fitzgerald Kennedy Greenway is off to a rough start.
Donald J. Chiofaro said he hopes to replace the Boston Harbor Garage, near the New England Aquarium, with a $900 million mixed-use development.
But so far the idea has angered Mayor Thomas M. Menino, whose support is crucial for any project. ?I have real concerns,? Menino said. ?We have a planning process under way and he should be part of it. No one is bigger than the neighborhood process.?
In December, the Boston Redevelopment Authority selected a consultant, who in cooperation with the neighborhoods, is expected to establish height and density guidelines for projects in the area once bordering the Southeast Expressway.
?We told Don that he should delay his proposal for a few months until we have more information from the zoning study that we can share with him,? said John F. Palmieri, BRA director. ?But he resisted.?
The other factor that has raised red flags at City Hall is that Chiofaro has failed to share plans of the project with the abutting North and West End neighborhoods.
Nancy Caruso, a North End resident and chairwoman of the North End Central Artery Advisory Committee, said the only thing she knows about Chiofaro?s proposal is what she has read in the newspapers. ?We haven?t seen anything,? she said.
Unlike the Raymond Co., which held six community meetings prior to filing plans with the BRA for replacing the Government Center Garage, Chiofaro has not shared his idea in public meetings. He has declined to release an artist?s rending of the towers or provide the building?s height.
Typically, developers share their ideas first with city and state officials and then with the community, according to Vivian Li, executive director of the Boston Harbor Association.
?I don?t understand how he?s going to roll it out,? she said. ?It?s going to be a very long process.?
