No -- aside from a few stretches of urbanity Memphis is a largely broken city. Boston is not.

Edit: That said, Memphis has good bones, it just needs the meat.

It is owned by...(drum roll please)...the City of Boston! The development rights were gifted to Millennium by the Mayor. It is my recollection that the developer, not the city, is pocketing the parking revenue in return for???
