What you're seeing is the Peri LPS Lightweight climbing system and it is climbing vertically up the tower. This is used both as worker protection on the working decks, but as additional edge protection for those below. It is the same system used at Millennium Tower a couple of years back.
The hotel portion of this project is post tension concrete and the slab is broken into thirds. The contractor appears to be using table forms for the large areas, but between each of the thirds there is a "pour-strip". The pour strip provides access to the east and west end of the post tension cables so that you can tension them. These infills are picked up about a week later after tensioning, cutting of cables, dressing up the edge of slab. They appear to be using the Peri LPS here because the form system (Peri Sky Deck) is panelized and involves a lot more handwork and opportunity to drop something. I figured as much, but then the question is: why is the yellow net's version of safety only used a small fraction of the time? What makes the big yellow square the best option in some places (in those places were it is deployed) but not in others?
It almost seems that the yellow things are moving straight up the tower, and that the spaces in-between have never had the yellow net.
