Yes. but it has odd hours, and you have to ask the people at the desk to let you up.

They bring people up most days at 4:00pm sharp. If you're there at 4:05 and they have left you are out of luck! I believe they also have a 10:00 or 10:30am group they will bring up, but only 5 days a week.

Note to all photogs: do like jass and take advantage of that obs deck! It's at Independence Wharf, 470 Atlantic Ave, right next to the Moakley Bridge. Tell the front desk your intentions, sign in, and take the correct elevator up (only half of them go to the top floor).

It's a bit harder on the weekend because the main entrance is locked. But if you knock and get the security guard's attention, they'll let you in and once you tell them why you're there (as per above), they'll show you to the correct elevator and you're on your way.

Boston Properties yesterday confirmed it has started construction on its long-planned Russia Wharf tower, a move that could give the Hub skyline its first new addition since the start of the decade.

Andrew Simpson, a spokeswoman for Boston Properties, said the new, 31-story tower at the corner of Congress Street and Atlantic Avenue is on track to open in the first quarter of 2011.

Simpson declined to comment on whether the firm already has a tenant lined up for its new tower. The Herald reported last year that Wellington Management was close to a deal to take most of the new tower?s office space.

?Russia Wharf construction is moving ahead smoothly and is slated to open in the first quarter 2011,? Simpson said in an e-mail.

The news was hailed by some local industry executives as another sign of the continued resilience of the downtown Boston office market, even as the national economy slows. It also comes amid reports that Massachusetts continues to add jobs, even as the rest of the country sheds them.

Job growth is cited by developers as a key predictor of future office space demand.

Demand for tower space is red-hot right now in Boston, which has a Class A vacancy rate of just 6.5 percent.

Boston Properties? new tower, which will incorporate the facade of the 19th century Russia Wharf complex, will add another 550,000 square feet of office space to the downtown market, as well as another 250,000 square feet of residential space.

It represents the first new downtown tower since Hub developer Dean Stratouly opened 33 Arch Street in 2003.

?It is certainly a validation of this market by one of the most established development groups in this market,? said Brendan Carroll, research director at Richards Barry Joyce & Partners.

Wellington signs Russia Wharf lease

Wellington Management Co. LLP has inked a deal to occupy 450,000 square feet of space at Russia Wharf, capping one of Boston's largest lease deals in recent months.

Boston Properties Inc. (NYSE: BXP), which is building a 552,000-square-foot office tower at the site, quietly highlighted the lease deal in its fiscal 2008 first-quarter earnings announced on Wednesday.

Wellington spokeswoman Lisa Finkel declined to comment, other than saying that the news in Boston Properties' financial statement was correct.

Boston Properties said Wellington signed a 15-year lease agreement on April 22. The lease is scheduled to begin in spring 2011.

Wellington has taken steps in recent months to ensure a smooth transition from three other properties it leases. Owners have listed space Wellington currently leases at 75 and 28 State St. as available for lease.

Wellington earlier this year was also reportedly negotiating a two-year interim lease at its third location at 200 State St. until Russia Wharf is ready.

Wellington will stay at 200,000 square feet of space it leases at 100 Federal St.

Russia Wharf will include a 31-story office building, and also residential space to be build into the shell of three brick buildings remaining at the site.

Wellington's lease represents 82 percent of the total, 815,000 square-foot mixed-use project.

They only need to name it because it's got residential. Office buildings can go by "One Federal Street" or "500 Atlantic Avenue" but residential needs to be branded to be successful. So naming people's homes after a financial services company is a bad idea.

I'd like the name Russia Wharf if it went w/a fitting destination, but it's not a place I'd want to live. Boston is cold and bland enough already. For me, the name just sounds bitter.

They should stay with Russia Wharf and try to get a Russian-themed restaurant for one of the ground-floor retail spaces.

Not sure there is enough of a market for upscale Russian food and, in a location like this with all the overhead, you know the restaurant will be upscale. Now, a real vodka bar on the other hand....

Sounds like a pretty good residential name to me. Very regal/british sounding. A great place to park your Bentley, Jag, or your Rolls....

Plus it still represents the main tenant. But, since that make too much sense... who knows what it'll be called.

Does anyone know the time frame on this one? It seems that this has taken a long time to prep, obviously due to the sensitivity of preserving the original facade. I really look forward to watching this rise.

Makes me think of the Orange Line and Boston's rapid transit... which most of the "Wellingon's" residents will never set foot on.

While you are at it, change the Intercontinental to "The Napoleon", as the Greenway certainly looks like someone's Waterloo.
