That was covered earlier in this thread, but it's perfectly fine. It's transitioning the load from the columns above to the columns below. For whatever reason the columns on the first floor had to be spaced further back from the perimeter. Found something pretty cool today, there is a up to date (september 2014) street view image from the corner of Hawley and Franklin.
