I know there were 2 proposals for Parcel 25 (can be found in the link below), are they still being considered, with the school being located in one of the buildings, or have these 2 proposals been scrapped in favor of a school instead?

The older proposals are basically "on hold", pending decision on whether the school is going ahead.

School proposal is completely separate.

Are these apartments/condo's mostly reserved for residents of Chinatown since they're replacing apartments that were torn down years ago with the building of the Central Artery.

I believe that there is priority given to "displaced residents" of Chinatown/South Cove, for the affordable apartments and condos. You basically have to demonstrate that you or immediate family lived in Chinatown/South Cove in the past. (And this is not just about Asians, there were a lot of other ethnic groups displaced (Syrian/Lebanese in particular) by the highway construction and urban renewal.)

The market rate units simply go on the market.
 
That didn't work for the new building in the west end(should have) even though displaced west enders pushed the project forward so I hope it doesn't happen here.
