gerbil tubes like what you're proposing are a very '70s/'80s concept that in all but a very few cases have kind of uniformly been proven to be BAD ideas for all the reasons outlined.
I don't necessarily disagree all I am asking is if this is one of the few cases where it should be considered. I've crossed the street many times in that area and while it will be different once the development is complete, it can be a dangerous stretch of road. I've seen many people fly through there doing 40+ mph especially if the light is turning and they are trying to make it through.

Hits all the right nerves and emotions and is the best visionary presentation I've seen since the proposed World's Fair in Boston for 1975 in the Globe magazine section.
